Jimmie was born on September 17, 1943, in Pineville, Louisiana. He was the youngest son of William Racine and Hazel Cosby Racine of Colfax, Louisiana. He was blessed to have been reared on his family’s farm in Colfax, where he developed a strong sense of family, faith in God, and a valuable work ethic. He was graduated from Colfax high school in 1961. Jimmie attended Walnut Grove Baptist Church, where he married Sue Ann Henderson on May 23, 1964. Jimmie served four years in the United States Air Force (Aircraft Maintenance) while stationed at Perrin AFB, Denison, Texas. Upon his Honorable Discharge in 1966, Jimmie attended Northwestern State University, where he completed a BS degree in Industrial Technology (Machine Tool Practice) and later earned a Master of Science degree in Educational Administration and Supervision.

Although Jimmie worked in industry for a short time, his life’s work became the teaching and implementation of Industrial and Building Trades courses. He taught high school industrial arts in Rapides parish, college level Industrial Arts for Northwestern State University, and Drafting at Northeast Louisiana Technical School, Winnsboro, La. In 1982, he accepted a position at Lafayette Regional Vocational Technical School, where he served as Assistant Director until his retirement in 2002.

Jimmie was straightforward, practical, dutiful, punctual, faithful, loyal, witty, and fun-loving. While he enjoyed camping, hunting, fishing, cooking, gardening, and college football, he also liked to dance. He will forever be missed by those who loved and knew him.
